The Directorate of Urban Administration & Development Government of Madhya Pradesh intends to procure services of GIS specialist. The specialist/expert will report to the Commissioner, Urban Administration & Development Department Government of Madhya Pradesh.
Scope of Work
The e-Governance specialist will support the development and implementation of integrated
e-Governance initiatives for improved urban management at city level as well as the
development of e-Governance systems for UADD.
Scope of Work
a) Work closely with the GIS team in providing advice to the Local Bodies for the
development of a GIS-based Revenue & Slum MIS.
b) Support cities under UIDSSMT in implementation of e-governance/ IT initiatives
including development of integrated systems for back office and citizen services.
c) Monitor and report the progress to the Mission Directorate on implementation of e-
Governance reforms including:
• Property tax;
• Accounting;
• Water Supply and Other Utilities;
• Birth & Death Registration;
• Citizens' Grievance Monitoring;
• Personnel Management System;
• E-procurement;
• Building Plan Approval;
• Public Health Management;
• Licenses;
• Solid Waste Management;
• Setting up of citizen interface centres like kiosks etc.
d) Support UADD’s e-governance/ IT initiatives including oversight of state data-centre
and Urban Sector MIS including sector-wide Monitoring and Evaluation system to be
used by UADD for monitoring and benchmarking the performance of ULBs.
e) Preparation of standard reporting formats for ULBs; collecting information from
ULBs on monthly basis and preparing summary and exception reports; identifying
and finalizing monitoring and evaluation indicators for performance measurement
and management for ULBs.
f) Encourage use of IT to produce training materials and manuals; increasingly impart
an understanding and use of e-learning among staff ; stay abreast of latest
developments in the IT sector and transfer emerging technology as relevant to both to
the UADD and the ULBs
g) Any other related tasks that may be entrusted upon by the head of technical cell at
State level.
Qualification and Experience
a) BE/BTech (Computer Science/Electronics), MCA & MSc Computer Science.
b) Minimum of five year experience in government/semi govt/ autonomous
organizations/private company of repute. Should have exposure to project
management, database management, MIS and at least 2 years of experience as
Programmer /Software Developer.
c) Experience of Urban sector would be an added advantage.
d) Ability to work in a team and train staff on the job to use the systems and assist in day
to day issues related to IT.
e) Ability to work with, motivate/ train Govt staff.
f) Fluency in English and Hindi essential.
Approx. Remuneration: Rs 40,000 to 75,000 as per the qualification & experience of
candidate.
